There are up to 9 islanders per area that you can add to your buddy list, totaling 64 islanders in all.

The boss is the one with the key on their nameplate. When you start the game, the next level unlocks after you add the boss to your friend's list. Adding the last boss, Orchid, on the pirate ship opens no other locations as the pirate ship is the final locale.
